First Arrests Made In 1969 Race Riot Murder

POSTED: 1:46 pm PST October 30, 2001
UPDATED: 3:38 pm PST October 30, 2001

Police arrested two men Tuesday and charged them with the 1969 murder of officer Henry Schaad (pictured, left).

Stephen Freeland, 49, (pictured, right top) and Leon Wright, 54, (pictured, right bottom) are charged with first- and second-degree murder.

Freeland is in Camp Hill Prison, where he was serving time for another crime. The affidavit said that several witnesses testified that Freeland was the gunman in the Schaad shooting.

Wright is being held in York County Prison without bail. Two witnesses testified against him. One claimed to have seen him with a high-powered rifle the night of Schaad's shooting. Another claimed that, more recently, Wright bragged about the murder.

Schaad, a 22-year-old rookie officer, was shot July 18, 1969 while riding in an armored vehicle on the College Avenue bridge shortly after racial disturbances started in the city.

Freeland and Wright said that they were not guilty. Freeland said that police have been after him about this for a while, but when asked if he was responsible for Schaad's death, he told affiliate Web site, TheWGALChannel.com, that he had no comment. Wright said that he was being framed police.

Both suspects have preliminary hearings scheduled for Nov. 9.

A grand jury is reinvestigating his shooting, along with the unsolved killing of a young black woman, Lillie Belle Allen, during the riots. The grand jury convened in September 2000.

Tuesday's arrests followed a day of grand jury testimony. More people may be arrested.

The first arrests in the Allen murder came in April. Nine white men, including York Mayor Charlie Robertson, are charged with Allen's murder. The South Carolina resident was shot getting out of her stalled car on Newberry Street. Allen was in town visiting family members, who were also in the car at the time of the shooting.

More than 60 people were injured and more than 100 were arrested in a weeklong street war between blacks and whites, and whole city blocks in York were burned.
