Supervisors Discuss Union Avenue Sex Offenders

BAKERSFIELD, Calif. -- Kern County Supervisors took emergency action to protect children from sex offenders.Kern County supervisors revisited an enhancement of Jessica's Law, following a loud outcry from parents in south Bakersfield.Parents near Casa Loma Elementary School signed petitions asking supervisors to force sex offenders to move out from motels along Union Avenue. They said the offenders are living too close to school bus stops, day care centers and a home for the developmentally disabled.
The board also postponed action on an ordinance that would affect offenders staying at motels on South Union Avenue.Jim Starkey started the effort to get sex offenders kicked out of two local motels on South Union Avenue that Starkey said are less than 2,000 feet from local schools and parks.After the original ordinance was postponed to address some board member concerns, Starkey sounded off. He spoke before the board during the afternoon session and apologized for his remarks, saying that he misunderstood the ordinance the board did agree to pass today.That is an emergency ordinance that only deals with sex offenders living near or at or working at licensed day care facilities in the county.During the morning session it came to the Board’s attention that 35 sex offenders live at or near 8 daycare facilities in the county.That ordinance goes into affect immediately.The reason South Union Avenue wasn't dealt with was that the county doesn't have the legal jurisdiction to kick current resident out of those hotels.They're asking the governor to act on that issue as a county ordinance cannot be retroactive.The board will hear from staff in a month regarding the ordinance issues some of the board had with the main ordinance on Tuesday.There could also be other areas where children meet that could be added to that ordinance, like bus stops.
