Propositions 99 Passes, While Prop 98 Flops

BAKERSFIELD, Calif. -- Kern County and statewide election results up to the minute:KERN COUNTY: 4TH DISTRICT SUPERVISOR RACERay Watson won with 58% of the vote.
Ray Watson defeated challenger Cliff Thompson in the 4th District Supervisor race.
RACE FOR BAKERSFIELD MAYORHarvey Hall won with 74% of the vote.The mayor spent last night celebrating the easy victory at hall ambulance. He said he'll continue his campaign to encourage more business along with trying to make Bakersfield the best city in America.Mayor Hall also said he'll continue to pick up trash along freeways with a dedicated group of volunteers. He said he may be the only mayor in America to do that.Marc Deleon came in second place with nearly 12% of the vote.
RACE FOR SUPERIOR COURT JUDGESHolly Mitchell, Larry Errea win...A host of eight candidates ran for just two spots on the Superior Court bench.
COUNTY BOND MEASURESMeasure C would use $33 million in bonds to renovate classrooms in the Wasco Union High School District. It passed with 66 percent of the vote.Measure D would use $6 million in bonds to renovate schools in the Kernville Union School District. It required a 55 percent of the vote to pass and squeaked by with 58 percent.Measure F would use nearly $5 million to build a new recreation center in Buttonwillow. It needed a two-thirds vote and after trailing for most of the night, voters approved it at 76 percent.Measure E hoped to raise more than $1 million dollars to fund city services in McFarland, including sheriff's deputies, fire protection and road repair. There's been speculation that without the money the city could wind up disincorporating.The measure lost out by a 3-to-1 margin, 25 percent to 75 percent of the vote.City leaders said they'll work on ways to come up with the funding but may wind up falling even more in debt to the sheriff's and county fire departments over the next few years.

Proposition 98 imposes limits on the government's ability to take land through eminent domain and turn it over for private or business use. It also phases out rent control.Proposition 99 is not as restrictive. It limits the use of eminent domain against owner-occupied residences and has exceptions for proposed public work or improvements, public health/ safety protection and crime prevention.The measure also has a provision that if both propositions pass and Proposition 99 receives more votes than Proposition 98, 98 would not go into effect.
