BAKERSFIELD, Calif. -- With 12 propositions on the Nov. 4th ballot, a lot of the focus has been on Proposition 8.Over the last few weeks we've talked about Prop 1A, High-Speed Rail, Prop 7, renewable energy and yes, we've mentioned Prop 8 a few times. But there are a few other propositions of note that have gotten far less attention.
We'll start with Proposition 2, where the campaigns for and against have been inundating the airwaves. The standards for Confining Farm Animals Initiative, requires that veal, egg-laying hens and pregnant pigs be confined in cages that allow them to lie down, stand up and fully walk around, though there are exceptions. The statewide financial impact according to the legislative analyst's office is unknown, but there could be millions of dollars lost in tax revenues from farm businesses if they leave the state.Other propositions of interest, Prop 3 would authorize the sale of $980 million in bonds to pay for construction, remodeling and equipping of children's hospitals in the state.Democrats say yes, Republicans say no.Prop 4 deals with a controversial subject, abortion, and would require a 48-hour waiting period and parental notification.Republicans say yes, Democrats say no.Prop 10, would authorize the sale of $5 Billion in bonds to provide up to $50,000 to buyers of alternative-fuel vehicles and to research and develop other renewable energy and vehicle technology.Supporters have raised nearly $8.5 million, most of which has come from a natural gas company founded by Texas oilman T. Boone Pickens, who has been pushing wind and natural gas for months as a solution to the nation's oil crisis. And there's one measure on the ballot that no one disagrees with, Prop 12. Which allows the state to sell $900 million in bonds to provide home loans for veterans. The Veterans' Bond Act of 2008 is supported by both major political parties. For more on these propositions and others and our local measures on the ballot here are two websites that can help you get the information you need:Secretary of State: http://www.voterguide.sos.ca.gov/Smartvoter.org: http://www.smartvoter.org/2008/11/04/ca/kr/meas/
