2 14-month-old children found with duct tape over their mouth, hands bound

Two people were arrested and accused of duct taping two 14-month-old children's mouths and hands to keep them from crying and fighting.
On Thursday, the Bakersfield Police Department was contacted by Child Protective Services regarding a possible child abuse that was occurring in the home.
Officers were sent to the 1200 block of Monterey Street and made contact with Jose Picazo and Sorida Carabantes.
Officers said they discovered that Picazo had placed duct tape over the mouths of two fourteen month old children to prevent them from crying and also duct taped their hands behind their backs to preclude them from fighting.
Officials said Carabantes was aware of Picazo’s actions and failed to provide adequate protection for the children.
Further investigation revealed the other children present in the home did not suffer the same treatment. All children in the home were taken into protective custody.
Picazo and Carabantes were arrested on charges of felony child endangerment. The investigation is ongoing.
