BAKERSFIELD - Ashtin Blinn, 8, has been working with her heifer Mini Moo for five months, preparing for the Kern County Fair in September.
4-H rules allow competitors aged 9 through 19, but the Blinns had been told the rules would be adjusted for 2014.
That is why they went ahead and bought Mini Moo.
The catalog with the official rules was released in April, which no change to the age rules.
