ARVIN, Calif. -
A second woman has been arrested in the case of embezzlement at the Arvin water district.
Both women were employees at the time of the alleged crime.
Police say the pair stole $50,000.
Juanita Lopez was arrested in December.
The alleged mastermind Elda Lopez turned herself in last week.
