Bakersfield woman accused of delivering babies without a license

BAKERSFIELD, Calif. - A criminal complaint has been filed against Brenda Capps saying that she has been delivering babies without a license.

Kern County District Attorney Lisa Green said she has filed two counts of practicing medicine without a license; one count of practicing/advertising without a current valid license; one count of dispensing dangerous drugs without a license; and one count of false claim for payment of health care.

California Medical Board officials said they repeatedly warned Capps to cease delivering babies as she was not licensed, according to Green.

Even though Capps failed the license examinations twice, Green said Capps continued to advertise her baby delivery services, contact with expectant parents and deliver babies.

If convicted, Capps faces a maximum sentence of one year for count one, two and five. She also faces up to six months for counts three and four.
