One person dead, another injured on Northbound Highway 99 and State Route 223 accident

One person is dead and another has sustained major injures after a car roll over on Northbound State Route 99, north of State Route 223, according to the California Highway Patrol.
Around 8:46 a.m., the California Highway Patrol dispatched personnel to the area of Northbound Highway 99 and State Route 223 (Bear Mountain Boulevard) in response to a 2000 Honda Civic roll over. 
According to the CHP, the driver, 19-year-old Raul Garcia, and his passenger, 21-year-old  David Cisneros, were heading north on Highway 99.
CHP said Garcia allowed the Honda to drift off to the right, off the road, and eventually struck a large eucalyptus tree and overturned along the dirt shoulder. 
The Kern County Coroner declared Cisneros dead at the scene of the accident.
Garcia was arrested and taken to Kern Medical Center to be treated for major injuries. Drugs or alcohol do not appear to be a contributing factor at this time. 
This incident is being further investigated.
