Cortez was a member of a local band and family said he was a goofy person who made friends everywhere he went.

Brandon Cortez, the victim's cousin, said Moon Rainbow Cortez is the second of his cousins killed by a vehicle on Monterey Street.

Yvette Cortez was on her bike when she was hit by a car and killed in 2007.

"And this is a school zone," said Brandon Cortez. "There are children anywhere.

Family said they are raising money for funeral arrangements for Cortez. They set up an online account to accept donations. They hope to raise $12,000 for cremation.
