On Wednesday, at about 12:45 p.m., Andrew Segoviano arrived at the Bakersfield Police Department and turned himself in to officers.
Segoviano, 17, is accused of fatally shooting a man in the 900 block of Kentucky Street on Saturday.
He was interviewed and arrested on charges of murder, conspiracy to commit murder and participation in a criminal street gang.
