Fresno man arrested after using public library's free WiFi to download child porn

FRESNO, Calif. - A Fresno man was arrested on child porn charges after using the public library's free WiFi to download the porn, officials said.

On Tuesday, July 22, Fresno County Sheriff's detectives finished an almost two week investigation by arresting a 59-year-old homeless man, Victor Smith, at the downtown Fresno County Public Library.

The investigation began when the Sheriff's Office Child Sexual Predator Program began monitoring the illegal use of publicly accessible file sharing programs. 

During the investigation, detectives discovered an IP address from the main library at 2420 Mariposa, was downloading child porn. Detectives arrived at the library, contacted Smith, served him a search warrant and seized his personal laptop computer where they discovered he had been downloading the files less than 25 feet from the Children's Center in the library.

The investigation revealed Smith was using his personal laptop computer to access the library's free WiFi service and downloading child porn files. He had been regularly using the library's WiFi to download the files since late April.

Detectives later served a second search warrant at Smith's 'residence' at the homeless encampment on Santa Clara Avenue in downtown Fresno, where more evidence was seized.

Smith was arrested without incident and booked into the Fresno County Jail on charges of possession of child porn.
