PASADENA, Calif. -

Pasadena police say they have arrested a 49-year-old man for allegedly setting a fire that killed two men, injured a third and sent him and 15 other men scrambling from an unlicensed group home.

Police Lt. Diego Torres says an officer saw Garth Allen Robbins early Friday at a local restaurant and arrested him.

Robbins was booked at the Pasadena City Jail for investigation of murder.

Torres says evidence shows the fire was set in Robbins' room.

One of the dead men was in his 70s, the other in his 50s but the coroner has not notified relatives yet.

Sixty-five-year-old Perry Simons is hospitalized in serious condition.

Fire officials set damage to the home at $750,000 and say it was not licensed to be a group home.
