North Carolina child found cuffed with dead chicken around neck

MONROE, N.C. - A North Carolina couple has been jailed after they were accused of handcuffing their foster child to the porch with dead poultry around his neck.

Police removed five children from the home of Dorian Lee Harper and Wanda Sue Larson, both 57 years old, and charged them with intentional child abuse inflicting serious injury, cruelty to animals and false imprisonment.

Their 11-year-old foster child was reportedly found shivering, handcuffed to their porch with a dead chicken around his neck.

Larson also faces charges of willful failure to discharge her duty as a public official. She's a supervisor with the Union County Department of Social Services.

The county sheriff said none of the other foster kids appeared to have been neglected, but they will all undergo medical evaluations to determine if they were mistreated.
