Police responded to the area of Belle Terrace and New Stine Road in Southwest Bakersfield around 12:24 p.m. Tuesday for reports of a shooting.

Officials located the victim and found that the suspect shot rounds but wasn't shooting at the victim, it was a negligent discharge of a firearm. The suspect, 35-year-old Carlos Rivas, had been involved in an argument with a female subject, produced a semi-automatic handgun, and fired rounds into the air before leaving the scene.

An hour later, BPD found the vehicle with the suspect inside. The suspect started a pursuit. Due to high speeds, they stopped the pursuit.

A short time later, Rivas' vehicle became disabled near Planz Road and South H Street. Rivas got out of the vehicle, ran, and discarded methamphetamine.

BPD took the suspect into custody with the help of the K-9 unit. Rivas was arrested for a parole violation, negligent discharge of a firearm, several firearm related charges, carjacking, narcotics sales, and felony evading.
