Kern County Public Health came up with new guidelines for the Valley Plaza Mall food court on Tuesday after a sewage backup last week.
The mall now has to tell environmental health staff immediately if there are any sewage issues in the basement or food court.
They also need to explain what steps they're taking to correct the problems.
This comes as the food court is under investigation for food safety issues after the health department received reports last week of foul odors and flooding in the basement where food is stored.
It was later found it was a sewage backup from a nearby restroom.
