BAKERSFIELD, Calif. — On this Memorial Day a 23ABC photographer spotted Charles Fowler, a veteran who served in the Air Force during the Gulf War, holding a flag on the 7th Standard Road overpass at Hwy 99.
Fowler tells us that he wanted to honor the men and women who never made it home after fighting for our country.
