According to a statement from the Department of Justice, 26-year-old Christopher Jeorge Millican of Lemoore was charged with one count of sexual exploitation of a child and one count of receiving child porn after an investigation that started in 2018.

The investigation began when a parent contacted SnapChat on July 27, 2018 and reported that someone later identified as Millican was "flirting" with an 11-year-old girl and was asking her for pictures and her location. SnapChat determined that Millican had been asking several minors for "sexually explicit content."

The investigation involved the Central Valley Internet Crimes Against Children Task Force, the U.S. Naval Criminal Investigative Service, the Hanford Police Department, the Fresno office of Homeland Security Investigations, and several local police agencies across the United States.

If convicted, Millican faces 15-30 in prison for the sexual exploitation charge and 5-20 years for receipt of child pornography as well as fines up to $500,000.
