BAKERSFIELD, Calif. — On Friday, Elaine Rosa, the woman accused of dragging a dog from a scooter is entering a diversionary program.
She is facing felony animal abuse charges for allegedly dragging a dog in January of 2019.
The viral video of this happening spread across social media.
Today Rosa's defense team made a request for her to go to a mental health program for a year.
And, the district attorney's office said a law passed in 2018 allows for her to do that, but has to follow all requirements for a year.
If she complies her felony will be dismissed.
