BAKERSFIELD, Calif. — UPDATE: All northbound lanes of Highway 99, south of Rosedale Highway, were reopened just after 8:30 p.m. Wednesday. Lanes were closed around 3 p.m. so crews could pull up a overturned big rig from an embankment along side the highway.
