On September 28th, 2015, at approximately 12:00 PM, a KCSO deputy sheriff, was on foot patrol in the 21500 block of Golden Hills Boulevard.

He said he saw three subjects walking into an apartment complex.

One of the subjects was carrying a black bag.  The deputy recognized this subject, Michael Brown, age 39, of Tehachapi, as a person who is on probation.

He ordered Brown to stop.  Brown fled into an adjacent apartment, deputies said.

One of the other two subjects fled on foot and the third subject stopped.

Deputies said they found the man who ran about a block away.

Deputies said they found a bag of drug paraphernalia that 37-year-old Frederico Garcia, age 37, of Tehachapi, had discarded when he ran.

Deputies ordered Brown to exit the apartment.  He came out of the apartment without the bag which he had when he ran in.

Deputies searched the apartment and located the bag which contained approximately 1/2 pound of Methamphetamine packaged for sales, a scale, and a loaded 9 mm handgun.

Deputies also located a meth smoking pipe in a closet.

Deputies searched the third subject, Robert Rongquillo, age 39, of Bakersfield.  They located a small amount of methamphetamine in his pocket.  Deputies searched Ronquillo's vehicle, which was parked in the apartment complex parking lot.  They located a hypodermic needle and a meth smoking pipe in the vehicle.

Garcia was issued a citation for Possession of Drug Paraphernalia and Delaying a Peace Officer.  Ronquillo was booked into the Mojave Jail and later released per citation for Possession of Methamphetamine and Paraphernalia.

Deputies located the resident of the apartment which Brown had ran into initially.  The resident, Martin Rodriguez, age 37, of Tehachapi, was issued a citation for Possession of Paraphernalia.

Brown was booked into the Mojave Jail for Possession for Sales of Meth, Possession of a Firearm by a Felon, Possession of a Firearm with Meth, and other Charges.
