50-year-old arrested after hours-long standoff on White Lane overpass

(UPDATE: August 16, 2018, 6:33 p.m.): The Bakersfield Police Department says 50-year-old Frank Javier Ruelas has been taken into custody following a four-hour long stand off.

Police responded to the White Lane overpass on the 99 around 10:40 p.m. after witnesses say a man was climbing the outer overpass. 

Police say Ruelas was uncooperative and refused to come down from the overpass. Ruelas was later booked into the Kern County Jail for charges which included resisting arrest, vehicle code violations, and a parole violation.

(UPDATE: August 16, 2018 11:45 a.m.) According to CHP, a pedestrian is outside the safety fencing of the White Lane crossing on Highway 99.

They say traffic is being diverted on northbound Highway 99 at Panama Lane and southbound Highway 99 at Ming Ave.

Emergency crews are currently on scene. 

CHP is encouraging everyone to use alternative routes.

California Highway Police is shutting down northbound traffic near White Lane. 

Bakersfield Police and a K9 unit are currently on scene.
