Porterville police were called to the area of C Street and Orange Avenue Thursday to investigate allegations of narcotics activity.
Police conducted a search of Rosendo Hernandez, 53, and found nearly 18 grams of methamphetamine on his body.
Evidence that indicated the substance was intended to be distributed was also found.
Hernandez also appeared to be under the influence of a controlled substance.
He was arrested on possession of methamphetamine with the intent to distribute and being under the influence of a controlled substance.
