A man was arrested late Thursday evening and charged with attempted kidnapping.

At about 8 p.m., deputies from the Wasco Substation received a report of an 18-year-old woman who was being accosted by a man at Barker Park. 

Deputies immediately went to the location and said they found Joel Tellez-Franco, 36, a Wasco resident, who matched the description.  

Tellez-Franco was detained and subsequently arrested on charges of attempted kidnapping, possession of a controlled substance, and providing false Information to a peace officer.  

Tellez-Franco was booked at the Central Receiving Facility, his bail amount is set at $22,500.00.  If anyone has any additional information please contact the Sheriff’s Office at (661) 861-3110, or Secret Witness at (661) 322-4040.
