California water conservation fell to 21.5 percent in June after statewide mandates eased.

Officials said the state is still not meeting water saving goals set for the year. The 13-month savings average is shy of Governor Jerry Brown's 25 percent mandate.

All water agencies in California are now required to have at least a three year supply of water resources.
