A Venezuelan man who is in ICE custody after surviving a shooting in Texas on Sunday told reporters he still has a bullet in the back of his neck.
Wilber Rafael Garces Perez, 28, was delivering for Doordash when he was shot by an ICE officer Sunday in Austin, his attorney said.
The Department of Homeland Security described the man as an illegal alien who “illegally entered our country” and “had a final order of removal.” DHS said his condition was stable, but when he talked on speaker phone during a news conference Monday, Garces Perez said he was still experiencing pain after being released from a hospital and said he needed medical attention.

Kate Lincoln-Goldfinch, an attorney for the family of Garces Perez, said at the news conference her client came to the U.S. seeking asylum and did not receive court paperwork due to a mix-up with his address. She called for an explanation for what led ICE to shoot him.
“We want the truth and we are calling for several things. Body cam footage 100% of the time, within 24 hours of any incident. No more traffic stops by ICE,” she said.
Garces Perez said during the news conference that his car was sideswiped by an unmarked vehicle before the shooting.
