BAKERSFIELD, Calif. (KERO) — After decades away from his hometown, Rick Anthony has returned to Bakersfield as the new director for the City's Recreation and Parks Department.
This morning he joined 23ABC to talk about some of the challenges the department will be facing and how he plans on growing it.
