BAKERSFIELD, Calif. — He may not use many words, but his message is loud and clear.
Charles Fowler, a veteran who served in the Air Force during the Gulf War, made his way to the 7th Standard Road overpass at Highway 99 to hold a flag in honor of Memorial Day.
23ABC first caught sight of Fowler last year. Fowler said his purpose in doing this is to remind peopler that freedom isn't free.
"It doesn't get much clearer than this," Fowler said. "You've got to remind people that you can't take freedom lightly."
