...FLOOD WARNING IN EFFECT UNTIL 5 PM PST THIS AFTERNOON...
* WHAT...Small stream flooding caused by excessive rainfall is
expected.
* WHERE...A portion of central California, including Willow Springs
and Mojave in Kern County.
* WHEN...Until 500 PM PST.
* IMPACTS...Flooding of rivers, creeks, streams, and other low-lying
and flood-prone locations is imminent or occurring. Numerous roads
remain closed due to flooding. Low-water crossings are inundated
with water and may not be passable. Expect many areas of slow
moving or standing water.
* ADDITIONAL DETAILS...
- At 1219 PM PST, local law enforcement reported heavy rain in
the warned area. Flooding is ongoing or expected to begin
shortly. Between 0.5 and 1.5 inches of rain have fallen.
- Additional rainfall amounts of 0.5 to 1 inch are possible in
the warned area.

PRECAUTIONARY/PREPAREDNESS ACTIONS...
Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.
Stay away or be swept away. River banks and culverts can become
unstable and unsafe.
Remain alert for flooding even in locations not receiving rain.
Arroyos, streams, and rivers can become raging killer currents in a
matter of minutes, even from distant rainfall.
Please report observed flooding to local emergency services or law
enforcement and request they pass this information to the National
Weather Service when you can do so safely.
